he has a grievance in this period of five years two
months and nineteen days being deducted for pension pur:
: poses. The effect of this deduction is to reduce his
pension by a sum of Thirty five pounds or thereby annually.
On a previous occasion in 1912 when the question of ex:
change rates arose, the Memorialist'a service under the
Crown was treated as one continuous service and he has
been under the impression that that ruling applied to
the amount of pension as well as to the rate of exchange.
If reference be again made to said Appendix it will be
observed that a period of five years is added on for
pension purposes. This addition does not represent the
five odd years service in the Naval Yard but is an allow:
:ance granted to every Government servant after completing
ten years service in the Colony.
The age of compulsory retirement is now fixed at
fifty five years but this rule is not rigidly adhered to.
When the Memorialist joined the service the age limit was
sixty years. He is anxious to have his service extended
to August, 1926 and would respectfully point out that dur:
ing his long period of thirty four years service, he has
only had three home leaves of absence as follows viz:-
In 1905
In 1913
In 1919
-----9 months on half pay --10 months on half pay
-10 months on half pay
At present he is on five months full pay leave pending
discharge.

That his whole service under the Crown in Hong
Kong be treated as one continuous service and his pension
allocated and allowed on that footing, and
That in the circumstances set forth he be con:
:tinued in the service until August, 1925.
